Financial Sector : New National Financial Inclusion Strategy

The National Financial Inclusion Strategy (SNIM) 2024-2028 was initially launched by the Malagasy government under the auspices of the Ministry of Economy and Finance (MEF). The goal of this initiative is to increase access to financial services, particularly for women, youth, and Micro, Small, and Medium Enterprises (MSMEs).

The SNIM is the product of cooperation between banking institutions, financial authorities, professional associations, and international partners, with a shared vision. This participatory format ensures broad involvement to accelerate financial integration. In line with SNIM’s ambition for 2028, more than half of adults and a quarter of small and medium-sized enterprises will use official financial services.

Four strategic axes have been established to enhance the transformation. Key areas include: financial education, consumer protection, access and use of tailored financial services, innovation through digital financial services, and strengthening institutional and regulatory frameworks. This strategy aligns with SNIM 2018-2022, incorporating the Sustainable Development Goals (SDGs).

The CNFI is responsible for implementing the SNIM. Steering committees, technical committees, and thematic working groups will support this initiative by overseeing and coordinating actions. A donor roundtable will be organized to finance the project. Mobilizing resources is essential to ensure the strategy’s success. Through the SNIM 2024-2028 plan, Madagascar is firmly committed to promoting sustainable financial inclusion. This approach will be applied to strengthen the economic resilience of communities and encourage inclusive development.
