The digital transition in Africa is underway, bringing significant changes across all domains, including public administrations. As the continent embraces the benefits of technology to improve public services, certain countries stand out with their innovative initiatives in Administration 4.0.

Administration 4.0 : What Is It?

The concept of Administration 4.0, also known as e-government or e-gov, involves integrating information and communication technologies into public services to enhance both their efficiency and accessibility. Digital administration is based on several main pillars.

Automation of Processes

Automating administrative procedures offers the possibility to reduce processing times, eliminate repetitive tasks, and minimize human errors. Various automation technologies are utilized, including business process management (BPM) software, electronic document management systems (EDMS), and robotic and artificial intelligence solutions.

Digitization and Dematerialization of Documents

Digitizing documents and administrative processes is the first step towards Administration 4.0. This involves converting paper files into digital formats and using information systems to manage administrative procedures. Digitization helps reduce costs associated with document management, facilitates information access, and enhances clarity.

Integration of Public Services

The goal of integrating public services is to facilitate and centralize access to government service information for citizens and businesses. This often involves creating websites or mobile applications that bring together various public services, simplifying interactions between users and the administration.

Artificial Intelligence

Artificial intelligence increasingly plays a role in improving the efficiency and quality of public services. In Administration 4.0, AI can be used to assist users, provide decision-support systems for public officials, and offer predictive analysis tools for resource allocation and strategic planning.

Data Management

By utilizing large datasets, governments can analyze trends. Policymakers can make informed decisions and tailor public services to citizens’ specific needs. Data analysis tools and information exchange platforms can be used to improve decision-making and public policy formulation.

African Countries Leading in Administration 4.0

Several African countries are taking ambitious steps to implement Administration 4.0.

Mauritius

This Indian Ocean state plays a leading role in digitization in Africa. The « Maurice Ile Durable » (MID) project was initiated to promote economic development using digital technologies. To support this goal, Mauritius has implemented a strategic plan called « Digital Mauritius 2030 ». This plan aims to strengthen digital infrastructure, promote innovation, and enhance digital learning.

One of the main initiatives of Administration 4.0 in Mauritius is the online government services portal known as « e-Services ». It provides citizens and businesses with easier access to public services. Mauritius also ranks first in Africa in the 2022 AI readiness index by Oxford Insight.

Rwanda

Considered one of the pioneers of digitalization in Africa, Rwanda has implemented the « Smart Rwanda » program. This program aims to integrate digital technologies into all areas of management.

Major projects include the use of drones for medical deliveries and the creation of a single portal for online government services. This platform, launched in 2015, is called « Irembo », which means « door » or « gateway » in the local language.

Kenya

With its « Kenya Vision 2030 », the country aims to transform into a hub of innovation and technology. Innovation centers like Konza Techno City have been established, with the government actively supporting tech startups.

Kenya has also introduced a mobile platform for public services, simplifying payment operations for residents.

Morocco

Successive initiatives in Morocco have promoted digitalization and innovation in public services. The country has created a government website, « Service-public. ma », offering citizens access to various services and information.

Accelerating the digitalization of public administration is a priority in the new « Digital Morocco » strategy for 2025. Morocco also ranks fifth in Africa in the 2022 government AI readiness index.

Côte d’Ivoire

Côte d’Ivoire recognizes the importance of digitalization for its socio-economic development. The country has implemented a national strategy for the information society and digital economy, known as the « National Development Plan (PND) 2016-2020 ». This plan focuses on updating digital infrastructure, promoting innovation, and developing digital skills.

In line with this, Côte d’Ivoire has established its public services portal, allowing citizens to access numerous administrative services. Additionally, ICT training centers have been created, improving digital learning and integrating digital technologies into administration.

Conclusion

Despite numerous challenges, Administration 4.0 appears to be transforming public services in Africa. Effectively combining strong political leadership, investments in digital infrastructure, and training is essential. This way, the continent will overcome challenges related to the digital transition to provide accessible digital public services for all.
