Infrastructure in Madagascar : Significant Progress in Major Cities

President Andry Rajoelina is closely monitoring Madagascar’s infrastructure projects, including an inspection of the road between Antananarivo and Toamasina. Last week, the President conducted a field visit, reaffirming his dedication to delivering on development promises. This momentum centers on the highway connecting Antananarivo and Toamasina, alongside other projects in Madagascar’s key urban areas.

Construction begins on the Antananarivo-Toamasina highway

The inauguration of the first segment of the Antananarivo-Toamasina highway, spanning 18 kilometers from Ambodifasina to Andalo via Talata Volonondry, marked the start of the presidential visit. This section, launched on October 15, is considered a priority project by President Andry Rajoelina, who stated, «The projects initiated will be completed in the long term, and promises will be kept ».

Richard Rafidison, the Minister of Public Works, explained that the starting point in Ambodifasina represents kilometer zero (PK0), as determined by a recently finalized route. He also addressed the slight delay in the project: « We experienced a slight delay in starting work on this section because we took the time to consult residents and adhere to technical and environmental standards ».

From PK3, the route diverges from agricultural and rice field areas to prioritize the historic hill of Ambohimanga Rova.

Compliance with deadlines and quality assurance

Meeting strict deadlines is a top priority for this project. The first 80-kilometer section, starting from Ambodifasina, is scheduled for completion by December 2025. The Egyptian company SAMCRETE is employing an innovative technique called “Full Depth Recycle” (FDR) to achieve this goal. This method stabilizes the soil by compacting it and mixing it with cement, covering a daily area of 6,000 m².

« Highway construction standards incorporate these measures to ensure durability and longevity », stated a SAMCRETE expert.

Antananarivo : Renovations and new facilities

Back in Antananarivo, President Andry Rajoelina’s agenda includes overseeing the renovation of 11 roads. Supported by the Road Fund, these efforts aim to improve the capital’s road network.

Another significant project involves developing a promenade along the Ivato bypass leading to Lake Iarivo, where a 50-megawatt floating solar park will be installed. Nearby, a craft village is also planned. These infrastructures are expected to be operational by August 2025, in time for the SADC summit.

Despite challenges, the President reiterates his commitment to fulfilling development promises. His dedication to ensuring quality and timely completion of projects is evident from his frequent site visits.

Coastal development for the MIAMI project in Toamasina

Launched on June 15, 2024, by the President, the MIAMI Toamasina project is an ambitious initiative aimed at transforming Toamasina’s coastline. This project combines urban renewal, environmental conservation, and economic dynamism to revitalize this port city.

Objectives of the MIAMI project

  • Boost Local Economy : Enhance revenue-generating activities in trade, transport, tourism, and handicraft production.
  • Revitalize Tourism and Economic Sectors : Attract more visitors by offering modern and appealing facilities.
  • Improve Area Attractiveness : Upgrade and preserve the coastline to strengthen its appeal and sustainability.
  • Enhance Port City Functionality : Leverage port expansion and highway development to stimulate the local economy.
  • Promote Economic Activities : Strengthen local trade, services, crafts, and hospitality, creating new investment opportunities.
  • Increase Tourism Revenue : Expecting over one million visitors annually, with tourism revenue increasing by 18-20 million USD per year.
  • Social Cohesion : Create public spaces dedicated to entertainment, sports, and relaxation, fostering social unity.
  • Environmental Protection : Preserve the coastline from marine erosion and rising sea levels with cyclone-resistant installations capable of withstanding winds of up to 200 km/h.
