Madagascar strengthens its green diplomacy

Environment at the heart of the agenda

On 17 February 2025, the first meeting of the Environment Sector Coordination Platform was held in Ampandrianomby, in the House of Green Diplomacy.

At this meeting, the achievements of 2024 are presented, according to the Ministry of the Environment’s press release. For starters, Madagascar is hosting COP 11 in Nairobi, a key event in global climate discussions. Subsequently, Norway plays an important role in facilitating negotiations with Norway on financing biodiversity.

In parallel, several international initiatives are being launched. These include the G0 Net-Zero Carbon Forum, in collaboration with Bhutan, Panama and Suriname, as well as the Climate Clean Air Coalition and the Global Methane Pledge (GMP). These initiatives all aim to reduce methane emissions by 30 % by 2030. This represents a concrete commitment to fight climate change.

In this context, a strategic framework is presented to integrate the environmental dimension into national policies. The National Environment Action Plan for Sustainable Development (PANEDD) 2024-2030 is thus adopted, as a complement to the Corporate Social Responsibility (CSR) strategy. In addition, initiatives such as the CIME decree, the MECIE, as well as the management of protected areas are put forward to strengthen the conservation of natural resources.

The meeting sets priorities for the coming years. According to the parent ministry, «  Promoting intersectoral cooperation is highlighted as a key lever for ensuring sustainable development. Managing fire, pollution and protected areas, as well as mobilizing the necessary financing, will be priorities to preserve biodiversity and support the country’s green growth ». A coordination tool is also put in place to enhance the effectiveness of partner actions.
