Casef project : Over a million land certificates issued

A program financed by the World Bank

The Ministry of Agriculture and Livestock (MINAE) and the Ministry of Decentralization and Land Management (MDAT) are launching the Agricultural Growth and Land Tenure Security (Casef) project.

Funded by the World Bank, this program has already issued 1.05 million land certificates to 400,000 households, with another 300,000 certificates under review. The project’s goal is to protect 1.39 million plots of land by June 2024. Land protection is essential for promoting rural growth in Madagascar, encouraging communities to invest in land improvement and cultivation.

Since 2016, the Casef project has supported Madagascar’s land reform, making land ownership more accessible and affordable. Now, land can be registered quickly and cheaply through communal land offices instead of the central state.

This reform has attracted interest beyond Madagascar, with delegations from countries like Burundi and Senegal visiting to learn from its experience. Besides land protection, the Casef project aims to boost farmers’ incomes with better seeds, equipment, and farming techniques.
