Supporting healthcare professionals
Geneviève Darrieussecq, Minister of Health, announces the reinstatement of the Special Exercise Allowance (IPE) for healthcare professionals.
The Social Affairs Commission questioned the Minister regarding the financial resources allocated to the Health Mission as part of the second section of the 2025 Finance Bill. The 1.2 billion EUR allocated to the State Medical Aid (AME) program has sparked debates. Anchya Bamana, an RN deputy and rapporteur for the committee, criticized the 9 % increase and proposed restricting AME to emergency care only.
Other deputies highlighted that abolishing AME would likely increase costs due to delayed treatments. In Mayotte, the situation is particularly concerning without AME: unsanitary living conditions, limited access to potable water, and reduced life expectancy. The absence of AME in Mayotte has overburdened the local hospital, especially with irregular migrants seeking care. According to Anchya Bamana, the Central Hospital is facing significant challenges and urgently requires financial support. The hospital operates under a unique structure and recorded a deficit of 22 million EUR in 2023.
The suspension of the Special Exercise Allowance (IPE) further exacerbated the situation, leading to a 220 % revenue shortfall and layoffs of healthcare professionals. Consequently, medical transfers to La Réunion and mainland France surged, reaching 1,800 patients in 2023.
In response, Minister Geneviève Darrieussecq has reinstated the IPE to curb staff departures and enhance the appeal of working in Mayotte’s healthcare system.
