12 Countries Committed to Inclusive Energy Transition in Dar es Salaam
The Mission 300 Energy Summit, held in Dar es Salaam, Tanzania, brings together key players in the energy sector. Its goal is to develop strategies to expand energy access across the African continent.
On January 27 and 28, 2025, Dar es Salaam hosted a historic event for Africa’s energy future. The Mission 300 summit, supported by the African Development Bank (AfDB) and the World Bank Group, brought together more than 1,000 participants, including heads of state, government officials, private sector actors, and development partners. The main objective of this meeting was to define concrete strategies to solve the continent’s energy crisis and ensure access to reliable, affordable, and sustainable electricity for 300 million people by 2030.
During this summit, two major outcomes are expected according to the official statement. The first is the signing of the **Dar es Salaam Energy Declaration**, which outlines the commitments of African governments to reform their energy sectors and adopt energy transition policies. In parallel, the **National Energy Pacts** will be presented by the first 12 participating countries, including Madagascar. These pacts serve as clear roadmaps, with specific objectives, performance indicators, and defined timelines for implementing energy reforms. The signatory countries include Côte d’Ivoire, Liberia, Malawi, Mauritania, Niger, Nigeria, the Democratic Republic of Congo, Senegal, Tanzania, Chad, and Zambia.
Madagascar is represented by President Andry Rajoelina, accompanied by the Minister of Energy and Hydrocarbons, Olivier Jean Baptiste, and the Minister of Economy and Finance, Rindra Hasimbelo Rabarinirinarison.
The signed pacts will serve as models for other African nations, with each country invited to define its energy priorities based on its specific context. These reforms are also expected to help reduce energy access inequalities and promote investments in energy infrastructure, technological innovation, and green projects. The initiative has the potential to transform millions of lives by creating jobs and supporting sustainable development.
