Customs Modernization: AI in Action in Madagascar

Artificial Intelligence at the Service of Malagasy Customs

Malagasy Customs is taking a decisive step forward in its modernization with the adoption of artificial intelligence (AI).

Thanks to Enhanced Risk Assessment (ERA), customs revenues recorded a spectacular increase of 68% in January 2025 compared to the same period in 2024.

This leap illustrates the impact of digital solutions on optimizing customs operations. The integration of new technologies as part of the 2025-2029 Strategic Plan aims to strengthen risk management, improve operational efficiency, and ensure greater transparency.

Major innovations include automatic image analysis (RESNET), Smart Scanning, and ERA. These tools enable faster and more accurate fraud detection, secure trade transactions, and optimize tax revenue collection.

At the same time, Malagasy Customs is focusing on simplifying procedures and strengthening compliance among economic operators. “The goal is to modernize infrastructure and establish a rigorous regulatory framework that promotes a more attractive business environment,” says Lainkana Zafivanona Ernest, Director General of the department.

The use of automated systems within the public sector demonstrates its potential to improve governance and foster an economic climate conducive to investment.
