20 years of public procurement regulation in Madagascar

Two strategic cooperation agreements

This year marks the twentieth anniversary of the establishment of the « first public procurement code » in Madagascar by the National Commission for Public Procurement (CNM). To celebrate this milestone, the « Public Procurement Week » took place in Anosy on July 26.

During the inauguration, the president of the CNM concluded two strategic cooperation agreements. The first agreement was signed with the Directorate General of the Financial Intelligence Service of Madagascar (Samifin). The second was realized in collaboration with the Information Systems Department of the Ministry of Economy and Finance (MEF).

On several occasions, the Minister of Economy and Finance emphasized the importance of good practices in public procurement for the national economy. Public procurement plays an essential role in the state’s intervention in its economy. The professionalization of the actors involved in public procurement was also highlighted by the president of the CNM.

It is essential to implement these actions to ensure optimal management of the public procurement process and execution. This will also ensure compliance with the general principles outlined in the Public Procurement Code. Alongside the special week, the CNM teams were equipped with new computer equipment aimed at optimizing their performance.
