Energy and Digital Technology for Social Inclusion
Madagascar is banking on an alliance between energy and digital technology to foster its development. During a roundtable discussion on the Energy and Digital Nexus, on the sidelines of the Global Digital Summit 2025 organized by the World Bank, the Minister of Digital Development, Posts, and Telecommunications, Stéphanie Delmotte, emphasized the importance of this coordination.
According to the Minister, these two sectors are complementary and essential for the economy and society. With the support of the World Bank and other financial partners, Madagascar is embarking on concrete projects to expand this infrastructure.
A 55 million USD investment is already in place to encourage mobile operators to expand their network coverage in remote areas. The country is also highlighting its DECIM project, which combines electrification and connectivity to improve the daily lives of rural populations. This 97 million USD program includes the distribution of 664,000 digital terminals to the most vulnerable households, including 400,000 for women.
Madagascar also aims to optimize its energy network, notably by integrating artificial intelligence and automation solutions for the management of JIRAMA’s electricity distribution system. Furthermore, the DECIM project supports the digitalization of education with the creation of the country’s first virtual university in partnership with the CNTEMAD (National Center for the Study of the Environment) and the funding of training in coding and digital professions.
