Facilitating the implementation of measures for the archipelago

The bill aimed at the reconstruction of Mayotte has just been submitted to the Council of Ministers. The document is intended to facilitate the « very fast » application of measures for the archipelago ravaged by Cyclone Chido.

The legislative text for reconstruction authorizes, among other things, a derogation from urban planning standards for two years. Some representatives express regret that the text does not address the problem of shantytowns. According to the state, the cost of rebuilding Mayotte amounts to several hundred million euros. The bill contains 22 articles. This model is based on the plan established for the reconstruction of Notre-Dame Cathedral in Paris.

The law provides for the establishment of an operator specifically dedicated to this task. General Pascal Facon, who is also the military commander, is designated by the state to oversee the evaluation of the reconstruction. For two years, the text authorizes derogations from urban planning standards and public procurement procedures. The goal is to simplify and accelerate administrative procedures for the reconstruction of schools, buildings, and affected housing.

The text also provides for departures from standard procedures. Expropriation can proceed even before the owners’ identities are determined, compensating them afterward. In another configuration, inspired by the restoration of Notre-Dame de Paris, contributions to charitable organizations benefit from a 75 % tax exemption. These contributions are essential to provide food, care, and shelter to affected people.
