Meeting the Challenge of Access to Electricity

Reducing dependence on fossil fuels

The lack of electricity, particularly in rural areas, is a barrier to development. The government aims to address this issue through electrification projects using renewable energy sources.

Electricity is not just a technical aspect; it is a tool to reduce disparities, improve the quality of life, and stimulate local economies. According to the World Bank, only 15 % of Malagasy people have access to electricity, a percentage that drops to 6 % in rural areas. In 2020, with only 33.7 % of its population having access to electricity—compared to an average of 48.4 % in Sub-Saharan Africa—Madagascar ranks among the least electrified countries in the world. This situation hampers economic growth and exacerbates social disparities.

In response to this challenge, GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) has launched rural electrification programs that prioritize green energy. GIZ has implemented a pragmatic strategy to meet the energy needs of rural communities. These initiatives mainly include the installation of mini solar and hydroelectric grids in remote areas where extending the national grid is not feasible. These systems aim to provide reliable and economical energy while reducing dependence on costly and polluting diesel generators.

So far, GIZ has implemented projects and programs that have greatly contributed to improving the living conditions of Madagascar’s inhabitants. GIZ’s initiatives are designed to meet the specific needs of local communities. According to research conducted by the Presidency, the country has considerable potential in renewable resources, which could reach 7,800 MW. Projects supported by GIZ utilize these resources to reduce dependence on fossil fuels while promoting sustainable development at the local level.
