Improving the efficiency and effectiveness of the public procurement system
Madagascar aims to align its public procurement process with international standards. To achieve this, the country is focusing on the « Methodology for Assessing Procurement Systems » (MAPS).
This is a universal tool developed to evaluate procurement systems, identify their strengths and weaknesses, and guide effective reforms. Currently, a workshop is being held to present the evaluation, which should lead to MAPS certification, at the Novotel Antananarivo until December 20. Madagascar has been evaluating since July, using the MAPS II version. The African Development Bank supports this initiative and seeks to ensure a legal and institutional framework in line with international standards.
The Minister of Economy and Finance, Rindra Hasimbelo Rabarinirinarison, highlighted the importance of this process during the official opening. She stated that this evaluation will help improve the efficiency and effectiveness of Madagascar’s public procurement system while enhancing its integrity and transparency of public spending.
MAPS I, implemented in 2003-2004, had already made significant progress by studying key elements of procurement systems. Continuing this progress, MAPS II adopts a rigorous methodology : planning, evaluation, presentation, approval, and follow-up of recommendations.
