Addressing the needs of public finance digitalization
The project to modernize the electronic customs clearance system called « Improvement of the Customs System in Madagascar », has been launched by the Malagasy Customs Directorate General.
This project aligns with the Customs Strategic Plan. Its goal is to enhance security, organizational efficiency, and human skill development. Three strategic aspects form the project’s foundation. The « Enhanced Risk Assessment (ERA) », a dynamic risk assessment method based on artificial intelligence, optimizes goods selection and reduces processing times.
Next, the « Data Warehouse », a data storage solution that facilitates strategic analysis for quick and informed decisions. Finally, the « Human Resource Management Information System (HRMIS) » represents a complete digital transformation of personnel management to improve skills and human resources. According to the Director General of Customs, the aim is to increase the transparency and efficiency of customs procedures while reducing clearance costs and ensuring optimal human resource mobilization.
Rindra Hasimbelo Rabarinirinarison, Minister of Economy and Finance, emphasized that this project addresses the needs of public finance digitalization, which is an essential component of the state’s general policy. The expected benefits include reduced delays for companies, improved goods management, and increased public revenue.
