Power Outages in Antananarivo : 70 Megawatts of Solar Energy

Solar parks set to be built within a year

To address the ongoing power outages, most public financial resources will be deployed to ensure the optimal functioning of all thermal plants that supply the Integrated Network of Antananarivo (RIA).

As a long-term solution, the state plans to construct 70 megawatts of solar parks in Antananarivo within a year. Saving Jirama, the national utility company will come at a high cost for the government and taxpayers. According to President Andry Rajoelina, a significant portion of the state’s financial resources will be allocated to resolve the energy crisis. The President announced this during a recent visit to the power production sites at Ambohimanambola.

In the 2025 finance bill, most public investment will focus on the energy sector to end the power outages. The goal is also to eliminate recurring subsidies to maintain the viability of Jirama. President Rajoelina affirmed that solar energy is the preferred solution to swiftly address the energy crisis, especially in Antananarivo.

The government plans to deploy 1,000 megawatts of solar power nationwide, with 250 megawatts funded by state resources. This includes 100 megawatts for the RIA, with 70 megawatts expected to be available by the end of October 2025. The installation of these initial 70 megawatts will proceed through two distinct projects. The first phase, starting next week, will consist of a 20-megawatt solar installation. The second phase involves the creation of a 50-megawatt floating solar park on Lake Iarivo, located in Ivato.
