Raising the standards of education
Teaching is no longer considered a backup career for those unable to find other jobs. The implementation of the General Orientation Law for the education system will require specific qualifications.
According to the president of the board of directors of Conamept, only individuals holding both a high school diploma (baccalauréat) and a teaching certificate will be allowed to teach. This announcement was made during the National Education Forum at CCI Ivato. It is part of the reforms outlined in the General Orientation Law of Education, which has been approved but is awaiting the necessary decrees for full implementation.
The primary aim is to improve the quality of education in Madagascar. Many teachers have not undergone proper pedagogical training, and some only possess a BEPC (lower secondary school diploma). As a result, students often lack critical thinking and problem-solving skills, make basic errors, and parents report concerns about mistakes in their children’s schoolwork. The steady decline in education quality and academic performance in Madagascar has become a pressing issue.
Since 2021, the Ministry of National Education has prohibited the hiring of non-certified teachers in schools. The Ministry now prioritizes hiring graduates from pedagogical training institutions, such as the National Institute of Pedagogical Training (INFP) and the Higher Normal School (ENS).
