Improving household management
The Malagasy government is currently implementing the « e-fokontany » project on a national scale.
The objective of this project is to improve household management using an electronic booklet equipped with a QR code, called the « Karinem-pokontany. » This new booklet is already used by 1.517 million households, while Madagascar has an estimated 5.8 million households according to the latest general census.
According to Andry Rasoanaivo, head of the Ministry of Digital Development, Posts, and Telecommunications (MNDPT), the next updated registers will be available in the week of August 9. The household census is conducted by the Ministry of the Interior and funded by the World Bank over 15 days, while the MNDPT is responsible for recording the collected information.
By carrying out this operation, high-quality information will be gathered, serving as a reliable basis for evaluating the priority of social actions according to the vulnerability of households. The e-fokontany also utilizes information from the national program « Loharano » launched in April 2020. This program involves digitizing the paper registers of the fokontany and managing the distribution of state aid. The Loharano program consists of a working group tasked with overseeing the distribution of state aid to the residents of each fokontany.
